Leading in Lead Prevention Pilot Program

New York State Housing Trust Fund Corp. – Leading in Lead Prevention Program
Niagara County has received the Homes and Community Renewal Leading in Lead Grant to assist property owners in abatement and remediation of lead hazards.
What assistance is provided?
- Grants are provided to conduct lead abatement on friction surfaces and lead remediation on non-friction surfaces
- Grants are provided up to $40,000 per unit
- Certified Local Contractors are hired by the grant to conduct the abatement/remediation
Who qualifies?
- Property owners of buildings built prior to 1980 and where there are two or more units (multi-family dwelling) with identified lead hazards
- Properties inspected through NYS Department of Health (NYSDOH) CLPPP (Childhood Lead Prevention Program), CLPPP+ where elevated blood lead levels have been detected in children or pregnant people, or properties inspected by Niagara County Rental Registry
- Currently applicable to 14301 and 14305 zip codes within the City of Niagara Falls
What is required?
- Completed application including:
- Photo ID for all property owners
- Current Homeowner’s Insurance
- Copy of the Deed of Trust for the property
- Signed Draft of Declaration of Interest (must be the original copy)
This grant does not require monetary contribution from the property owner, but if the property owner sells the property before the 5-year commitment period ends, they are required to repay a percentage of the grant assistance according to this schedule:
Months 0-12: 100% repayment due
Months 13-24: 80% repayment due
Months 25-36: 60% repayment due
Months 37-48: 40% repayment due
Months 49-60: 20% repayment due
Months 61 and beyond: 0% repayment due
