Board Of Health

In New York State, county Boards of Health are empowered by the NYS Public Health Law to formulate, promulgate, and adopt public rules, regulations, orders and directions for the security of life and health in the county health districts.  

The Niagara County Board of Health was established in 1965 and is the policy making board for the Niagara County Department of Health. This Board is empowered to enforce provisions of both the New York State and Niagara County Sanitary Codes. The Board of Health also appoints the Public Health Director with the approval of the New York State Department of Health.

The Board of Health consists of ten (10) members as prescribed by New York State Public Health Law. Three members are physicians*; three members are city mayoral recommendation appointments - one from Niagara Falls, one from North Tonawanda, and one from the City of Lockport; three members are at-large appointments; and one is a member of the Niagara County Legislature. These appointments are all made by the Chairman of the Niagara County Legislature. In Niagara County, Board of Health members serve for a term of six (6) years, except the Legislature’s representative.

is a retired family medicine physician with more than 20 years of service in partnership with the Niagara County Department of Health. He currently serves as a member of the Niagara County Board of Health, where he brings decades of clinical experience and a strong commitment to public health and community well-being.

Kellie Nickerson is a Certified Orientation & Mobility Specialist and Certified Vision Rehabilitation Therapist with more than 25 years of experience serving individuals who are blind or visually impaired. She currently works at the Department of Veterans Affairs in Buffalo, New York, where she coordinates comprehensive services for Veterans with severe vision loss. Kellie holds a master’s degree in Special Education with dual certification in Orientation & Mobility and Vision Rehabilitation from Hunter College and a bachelor’s degree from the University of Dayton. She brings extensive expertise in healthcare systems, disability advocacy, and community collaboration to her board service and is deeply committed to improving access, equity, and outcomes for underserved populations.

Erin Demarco, NP, is a lifelong resident of Niagara Falls, NY, Erin has served the community for over 13 years as a Nurse and now a Nurse Practitioner, providing direct patient care within the City of Niagara Falls. In addition to clinical practice, Erin proudly serves as a Captain in the United States Air Force Reserve.

With over 15 years of experience as a Licensed Physical therapist, Kristin is currently the Senior Professional Therapist for Catholic Health at Mount St. Mary’s and Lockport Memorial Hospitals. She holds a doctorate in physical therapy from Daemen University. She continued with postgraduate work with focus on orthopedics, receiving Board Certification in Orthopedics from the American Board of Physical Therapy Specialties and  Mechanical Diagnosis and Therapy for musculoskeletal disorders from the Mckenzie Institute. Kristin has always had a passion for the medical field and serving her community.

Dominick Carden, PharmD, BCEMP, is an Emergency Medicine Clinical Pharmacy Specialist practicing at both Lockport Memorial Hospital and Mount Saint Mary’s Hospital in Lewiston, New York. He earned his Doctor of Pharmacy degree from the University at Buffalo School of Pharmacy and completed both a PGY-1 Pharmacy Practice Residency and a PGY-2 Residency in Internal Medicine at Buffalo General Medical Center. He is board certified in emergency medicine through the Board of Pharmacy Specialties. A native of New York City, he fell in love with Western New York and is proud to call it home.

Tom Sy recently concluded his role with the Town of Lockport IDA in December 2025. He had previously served on the Town of Lockport IDA Board for over 14 years, chairing the Board for a number of terms. Previously, Tom was the CEO of Aspire of WNY for nearly 20 years, as well as holding several senior management roles in acute care hospitals in Western New York.  Tom is active on many community boards, including: the Lockport Family YMCA, Pinnacle Community Services, and the Town of Lockport Zoning Board of Appeals. Tom lives with his wife, Diane, in the Town of Lockport and has two adult daughters. Tom received his BS degree from St. Lawrence University and his MHA degree from George Washington University.

Tony Nemi is the Vice Chairman of the Niagara County Legislature, representing the 11th District, which includes the Town of Pendleton and parts of the City and Town of Lockport.  Mr. Nemi has long been passionate about his community, serving as Recreation Director for the City of Lockport until his retirement and volunteering across numerous organizations.  Many people know him best as a baseball coach and umpire.  Mr. Nemi was instrumental in helping relocate the Health Department to its current location on Steven St. in the City of Lockport, underscoring his commitment to bringing public health programs closer to residents.
