Legislator Jeff Elder spoke on Black History Month at Tuesday’s meeting of the Niagara County Legislature, “For 100 Years Black History Month has served as both a mirror and a compass. A mirror reflecting the truth of our nation’s past and a compass guiding us to a just and more equitable future.”
